Currently pasting something is always placed on the top most position, that should be changed. Instead pasted elements should always be positioned above the currently selected layer. I agree that an element should always be pasted above the currently selected layer. Duplicate does not solve this. When an element is copied from one art board and pasted to another art board "duplicate" is not the function required.
Organizationally, this 'proper' pasting feature makes sense. I have to move all of my layers ALL the time. It kills productivity. Adobe should have this top-of-mind in everything they do.
- Duplicate does not attend my needs, I want to copy and paste from one artboard to another, I cant duplicate if I want to paste the content that wasnt there to be duplicate in the first place.
- Just supporting the other comments here, the admin didn't understand the request and is a very valid one. Not only would keep consistency with other prototyping softwares but also Photoshop follows the behaviour of pasting over the selected layer. It's a simple thing that improves considerably the productivity.
- "Duplicate" does not provide the functionality requested or needed and it simply can't maintain layer position between boards. "Paste above selected layer" would be a badass, extremely useful feature.
This is further necessary with the addition of component states. This would allow you to paste a layer *into* a selected component state. Currently it's very difficult to get a pasted layer into a component state - XD doesn't allow you do drag a layer into a component state.

- This is still an issue. If I wanted to copy an element from an artboard and paste it in the same Z level in another artboard, you can't do that easily. The "Duplicate" as I understand, only works within the same artboard. So right now I copy it from an artboard, paste it on the other artboard (which pastes it at the top ignoring where I have highlighted on the layers) and then drag it all the way to where I wanted. SMH

- This is extremely annoying, you have to waste a lot of time moving the layer down until it reaches the position you want. Elaine, please read carefully what the OP mentioned, it has nothing to do with duplicate. Please pay attention to your users.

After Cutting (or copying) "Circle" and selecting "Square_2" in the Layers panel, i would expect "Circle" to be pasted between "Square_2" and "Square_3" and not on top of the Layerstack. You always have to move the pasted layer to the correct position manually which can become annoying when working with hundreds of layers and groups.
