I have posted cost in a value field with company code characteristic from assessment cycles. Now when i am executing the top down distribution system is giving following error.
Value could not be distributed.
Message no. KG323
Diagnosis
The percentages of the reference data were all zero.
System Response
The value in period therefore could not be distributed.
I have implemented the following SAP Notes as well

SAP Note 604523
Upon executing the TDD system is giving following details in the technical
From the above results i believe that system reading the reference base but not generating the line items
Dear Gurus,
I am facing the problem in TDD, first I did through FB50 booking Sales commission exp @20000 against to customer X and plant level after that top down
distribution through KE28 cost has been distributed to Product level, I have taken options in KE28 processing instruction DLVL under product COPY
level Customer and plant ,selection criteria level I have selected customer 1000 and product put in * but when i see in ke30 report still that cost is showing in not
assigned portion.
I took the distribution base as sales revenue. why the system is behaving like this please advise me on this.If any wrong taken processing instruction
What is the Tcode for top
You execute the top-down distribution of actual data by choosing Controlling > Profitability Analysis >Actual postings > Period-end closing > Periodic adjustments > KE28 - Top-Down Distribution from the application menu. Enter the periods from which the reference data should be selected.
What is an example of a top
Common examples of when to use top-down distributions are e.g. freight invoices, insurance expenses, advertising costs, or other items which are booked on an aggregated level (e.g. product group or customer group) and could be distributed to a more granular, e.g. using revenue postings as “reference”.
What is top
Top-down distribution is a periodic function helps to distribute aggregated data to more granular level based on reference information such as revenue, customer group etc. In margin analysis, KPI's such as Revenue, Direct costs are generally captured at more granular level – Customer and Product level.

TDD forms as a critical month-end process in management accounting to have P&L breakdown at the maximum granularity. Top-down distribution is functionality in COPA, by which the P&L item can be distributed to the finer level details characteristics values set or market segments.
