I've heard that it is a combination word of "stalker" and "fan", that is to say an obsessed fan. Like a saesang. But every time I have heard the word actually used, it is to describe a fan who is devoted, not someone who is obsessed and creepy. So I think this might be an example of a word's meaning changing over time.
If you put a capital letter (Stan) it becomes a name :)
