TRAINER CONVICTED FOR FRAUD AGAINST THEN-SINGAPORE WORKFORCE DEVELOPMENT AGENCY (WDA) TRAINING GRANTS

At a plead guilty hearing on 17 December 2021, Marsh Terranova Tiruchellam, a 54-year-old trainer, was convicted of three charges of falsifying attendance records to defraud then-WDA into believing that he had conducted the courses. Three similar charges were taken into consideration for sentencing. Marsh Terranova Tiruchellam is the last of the five individuals to be sentenced for this case involving more than $72,000 in training grants.

Additional $120 Million To Help Taxi And Private Hire Car Drivers Affected By Covid-19 Second Tranche Of Point-To-Point Support Package (PPSP2)

In February 2020, the PPSP was introduced to provide targeted assistance to the Point-to-Point (P2P) sector and its drivers who have been impacted by COVID-19. Since then, the Government has received much feedback from the taxi and Private Hire Car (PHC) industry, which we have carefully considered. In particular, P2P operators have observed a sustained drop in ridership of over ~20%, and drivers have seen significant declines in their earnings. As the COVID-19 outbreak continues, the impact on P2P drivers and operators will become more pronounced.

Multiagency effort to support private bus industry impacted by COVID-19

To mitigate the impact of COVID-19, SkillsFuture Singapore (SSG), Workforce Singapore (WSG) and the Civil Aviation Authority of Singapore (CAAS), together with the NTUC Aerospace and Aviation Cluster, have jointly announced an enhanced training and support package to help air transport companies defray business costs and protect workers jobs. Selected Training Providers Will Allow Singapore Citizens To Use Their One-Off SkillsFuture Credit Top-Up From 1 April

From 1 April 2020, the Institutes of Higher Learning (IHLs) and NTUC LearningHub will be coming forward to enable all eligible Singapore Citizens aged 25 years and above to have advance access to their one-off SkillsFuture Credit top-up of $500. The top-up was announced in Budget 2020. This is ahead of SkillsFuture Singapore’s official implementation date of 1 October. The advance access will enable Singapore Citizens to use their SkillsFuture Credit top-up immediately to pick up job-relevant skills to boost their employability in view of the current challenging economic conditions due to COVID-19.

Food Services and Retail Sectors Get Enhanced Training Support Package to Help Mitigate the Impact of COVID-19

Starting from this year, all graduates will receive digital certificates for (i) N, O and A Levels, (ii) ITE qualifications, (iii) diploma and degree qualifications from polytechnics, LASALLE College of the Arts (LASALLE), Nanyang Academy of Fine Arts (NAFA), Autonomous Universities (AUs) and the National Institute of Early Childhood Development (NIEC), as well as (iv) Singapore Workforce Skills Qualifications (WSQ). These digital certificates will be stored in the Skills Passports of their individual MySkillsFuture accounts. When they use these certificates for job applications, employers will be able to quickly and easily verify these digital certificates through OpenCerts (opencerts.io). This was announced by Minister for Education, Ong Ye Kung, at Temasek Polytechnic’s Graduation Ceremony this morning.

500,000 Individuals and 14,000 Enterprises Benefitted From SkillsFuture Programmes in 2019

More Singaporeans and enterprises are tapping on SkillsFuture initiatives, with about 500,000 individuals and 14,000 enterprises benefitting from various programmes in 2019. This is an increase from about 465,000 individuals and 12,000 enterprises in 2018. The working adult training participation rate, according to the Ministry of Manpower Labour Force 2019 report, has also increased to 48.5 percent in 2019, a significant growth from 35 percent in 2015.

Aerospace Industry Transformation Map

Mr S Iswaran, Minister for Trade and Industry (Industry), launched the Aerospace Industry Transformation Map (ITM) today in conjunction with the 10th anniversary of the Seletar Aerospace Park (SAP) at the JTC Aerospace Networking Night. Developed by a multi-agency team together with industry partners, unions and trade associations, the ITM maps out strategies that will build the aerospace industry of tomorrow. Through the ITM efforts, the industry is expected to achieve a manufacturing value-added of S$4 billion and introduce 1,000 new jobs by 2020.

Several suspected members of a criminal syndicate which had submitted fraudulent claims to SkillsFuture Singapore (SSG) have been charged with a series of offences. These include engaging in a conspiracy to submit forged documents to fraudulently obtain training subsidies from SSG, and to conceal the benefits from such criminal conduct.

More Work-Learn Opportunities for Polytechnic and ITE Graduates - Launch of 7 New SkillsFuture Earn and Learn Programmes

First launched in 2015, the SkillsFuture Earn and Learn Programme (ELP) has seen steady progress. The number of ELPs offered has increased three-fold to 62 ELPs, while the number of sectors covered doubled to 28 sectors. To date, more than 1,200 Polytechnic and Institute of Technical Education (ITE) graduates have benefited from the ELP. To further support industry needs and increase the work-learn pathways available, Dr Janil Puthucheary, Senior Minister of State for Education, and Communications and Information announced enhancements to the ELP at the inaugural ELP Carnival today.

Landmark partnership to level up skills for Singaporeans to seize FinTech jobs

The Infocomm Media Development Authority (IMDA) and Monetary Authority of Singapore (MAS), together with SkillsFuture Singapore (SSG), six local universities, and five financial associations, today sealed a landmark Memorandum of Intent (MOI) for the TechSkills Accelerator (TeSA) FinTech Collective, to jointly develop industry-ready professionals in meeting the strong demands of emerging infocomm technology (ICT) skills. 6 in 10 Private Education Institution (PEI) Graduates in full-time permanent employment 6 months after graduation

The Committee for Private Education released the results of its Private Education Institution (PEI) Graduate Employment Survey (GES) today. The annual survey aims to help students make better informed decisions on their education choices. 40 PEIs were surveyed in this exercise, of which 29 had graduates from full-time bachelor’s level External Degree Programmes (EDPs). Similar surveys have been conducted for the Institutes of Higher Learning – the Autonomous Universities (AUs), polytechnics, and the Institute of Technical Education (ITE).

More individuals and companies benefit from training in 2016

SkillsFuture Singapore has issued its first report on the State of the Training Industry. In 2016, a record 418,000 individuals took up 950,000 training places funded by the Ministry of Education (MOE) and SkillsFuture Singapore (SSG). This is an increase from 379,000 individuals in 2015 who took up 835,000 places. This increase is partly driven by the launch of the national SkillsFuture movement. It also corresponds with a rise in Singapore’s overall training participation rate to 42% in 2016, the highest in recent years.

Revision to SkillsFuture Credit Claims Processes

With effect from 19 May 2017, SkillsFuture Singapore (SSG) will revise the SkillsFuture Credit (SFC) claims processes to reduce the risk of abuse. Under the new process, while individuals will continue to submit SFC claims, all SFC payments by SSG will be made to training providers instead of individuals. Training providers will collect net fees from individuals, after offsetting the SFC that will be used.

Steady Progress in Implementation of SkillsFuture Credit

More than 126,000 Singaporeans have used the SkillsFuture Credit to up-skill or re-skill themselves by end December 2016, in the first year of this scheme. 34% of them have tapped on their SkillsFuture Credit more than once. The number of training courses eligible for the SkillsFuture Credit has also increased steadily from more than 10,000 in January 2016 to over 18,000 by December 2016.

Precision Engineering Industry Transformation Map to Pave the Way for Digital Manufacturing

Mr. S Iswaran, Minister for Trade & Industry (Industry) launched the Precision Engineering Industry Transformation Map (ITM) today at Meiban, a local Precision Engineering company. Led by the Singapore Economic Development Board (EDB), the ITM is the first industry-specific roadmap to be rolled out for the manufacturing sectors. 349 Singaporeans have obtained the SkillsFuture Study Awards in recognition of their efforts and continued commitment to skills mastery. They include individual applicants as well as employees who were nominated by their employers from across 13 areas of specialisation, ranging from air transport to infocomm technology to social service. Launch of the Sectoral Manpower Plan for the Public Bus Industry

Senior Minister of State, Prime Minister's Office, Ministry of Foreign Affairs and Ministry of Transport, Mrs Josephine Teo unveiled the Sectoral Manpower Plan for the public bus industry today. Developed by the Public Transport Sectoral Tripartite Committee 1, the Sectoral Manpower Plan supports the SkillsFuture movement to establish effective manpower strategies for the bus industry.

Retail Sector Receives Boost in Talent Development through Integration of Enhanced Internship with SkillsFuture Earn and Learn Programme

The five polytechnics, Institute of Technical Education (ITE) and five retailers today signed a Memorandum of Understanding (MOU) to integrate the Enhanced Internship with the SkillsFuture Earn and Learn Programme. Another 11 companies signed a separate MOU to offer Enhanced Internships for retail students. The signings took place at an Industry Practitioner Seminar organised by the Singapore Institute of Retail Studies (SIRS), and was witnessed by Mr Ong Ye Kung, Acting Minister for Education (Higher Education and Skills).

Enhanced Support for Aspiring Early Childhood Leaders through SkillsFuture Study Awards

The Early Childhood Development Agency (ECDA) has introduced the SkillsFuture Study Award for Early Childhood (EC) sector to develop and deepen the skills of EC educators to assume leadership responsibilities. This complements the suite of programmes already available to support EC educators at various stages of their career. EC educators who have been nominated by their employers and successfully accepted into the new Advanced Diploma in Early Childhood Leadership (ADECL) programme can apply for the SkillsFuture Study Award.

IE Singapore Extends Overseas Internship Opportunities under Young Talent Programme to Polytechnic Students

International Enterprise (IE) Singapore signed five MOUs today, extending overseas internship opportunities under the Young Talent Programme (YTP) - Market Immersion programme to students of all five polytechnics in Singapore. An initiative under the national SkillsFuture movement, the programme will enable students of Nanyang Polytechnic, Ngee Ann Polytechnic, Republic Polytechnic, Singapore Polytechnic and Temasek Polytechnic to gain global exposure with local and international companies. The programme, which was previously only available to university students1, have supported over 1,400 students in gaining overseas exposure since 2013.

Starting today, Singaporeans can access the SkillsFuture Credit course directory to explore the list of skills-based courses which will be eligible for SkillsFuture Credit. The directory is part of the eventual SkillsFuture Credit portal, which will be ready for use from 1 January 2016.

Skillsfuture Credit To Be Available From 1 January 2016

The SkillsFuture Credit will be available to eligible Singaporeans from January 2016, and it can be used for about 10,000 approved skills-related courses across 57 functional areas covering all the key industries. This was announced by Mr Ong Ye Kung, Acting Minister for Education (Higher Education and Skills), at the the Lifelong Learning Festival today, held at the Lifelong Learning Institute (LLI) from 7 to 8 November 2015.

As part of the national SkillsFuture movement, the Early Childhood Development Agency (ECDA) will introduce a new Early Childhood Capability Grant to support child care centres and kindergartens that host enhanced internships for students from the full-time Early Childhood Care and Education (ECCE) courses at the polytechnics and the Institute of Technical Education (ITE). SkillsFuture Credit

1. To empower Singapore Citizens (SCs) in their learning and skills development, the Government will create a SkillsFuture Credit for all SCs aged 25 and above. SCs can use the SkillsFuture Credit to deepen their skills in existing fields and to broaden their horizon in areas outside their current fields. Every SC aged 25 and above will receive an initial credit of $500. The Government will make further top-ups to their SkillsFuture Credit at regular intervals. These credits will not expire, but can only be used for education and training initiated by individuals, to offset course fees. Subsequent cohorts of SCs will similarly receive an initial credit of $500 in the year that they turn 25.

SkillsFuture Fellowships

1. The establishment of the SkillsFuture Jubilee Fund was announced by the Prime Minister in November 2014 to kick-start support for the SkillsFuture movement and to mark the SG50 celebrations. The Fund will comprise donations from employers, unions, the public and the Government. 1. The SkillsFuture Study Awards aim to equip Singaporeans with the skills needed to benefit from the quality jobs created by our economy. It aims to support individuals, especially those in the early to mid stages of their careers, to develop and deepen specialist skills needed by our future economic growth sectors and in sectors meeting social needs. For example, they may include software developers, satellite engineers or master craftsmen. The awards can also support those who already have deep specialist skills and wish to develop other competencies such as business and cross-cultural skills.
